Parking Regulations
This sets forth the traffic and parking regulations for the University of Connecticut Health Center. A campus map is included.
These regulations have been promulgated in the interest of the safety and convenience of every member of the university community as well as visitors to the campus. These regulations
are in effect as of April 1, 2002 as amended.
1. Application of Regulations
1.1 The regulations contained herein are in effect twenty-four hours a day, except as noted, and are applicable throughout the year. During inclement weather their enforcement
becomes particularly important.
1.2 These regulations apply to all students attending the University and to all staff and faculty members who operate or park a motor vehicle on the grounds of the Health Center.
They also apply to all visitors, contractors, vendors, and employees of other agencies or private concerns as well as patients who have occasion to drive within the Health Center.
1.3 Health Center policy relating to motor vehicles applies
to all vehicles required to be registered as such. All motor
vehicle laws of the State of Connecticut must be observed and
obeyed on campus.
2. Responsibility
2.1 It is the responsibility of each vehicle registrant and operator at the Health Center to know and comply with these regulations.
2.2 The owner of the vehicle is responsible, and will be held liable for any penalties assessed by the Health Center.
2.3 Liability
2.3.1 The Health Center does not assume responsibility for any motor vehicle operated or parked anywhere on Health Center property or for its contents.
2.3.2 The Health Center does not assume responsibility for alleged or actual damage from causing a vehicle to be towed. (See Section 7)
3. Registration
3.1 General Provisions
3.1.1 All motor vehicles operated or parked on the Health Center property, by faculty, staff, students,
vendors, or contractors are to be registered with the Department of Public Safety
(DPS) and
each such vehicle must display its assigned parking permit at all times.
3.1.2 Loss or theft of a parking permit should be reported promptly to the
DPS.
3.1.3 Fraudulent registration, misrepresentation of the type of Health Center affiliation or the display of a stolen or counterfeit decal constitutes grounds for disciplinary
action. Such cases will be referred to the appropriate Health Center authority and vehicle registration may be revoked or denied.
3.2 Replacement Permits
3.2.1 The sale or transfer of a registered vehicle and/or the acquisition of a different principal vehicle should be reported promptly to the
DPS.
4. Parking Permits
4.1 General Information
4.1.1 Between the hours of 6 a.m. and 4:30 p.m. Monday through Friday, all parking
in Health Center restricted lots is by permit only.
4.1.2 The issuance of a parking permit (decal) does not guarantee the registrant a reserved space, but only an opportunity to park in specified areas.
4.1.3 Any vehicle parked on campus displaying an improperly obtained or counterfeit decal will be
ticketed. See section 3.1.3.
4.2 Faculty
4.2.1 Convenience parking hangtags are issued to the faculty and administrative officers of the Health Center and to certain staff members in consideration of an annual fee.
See Health Center Policy 2002-49. Convenience parking
hangtags entitle the owner to park in any reserved pay lot. The hangtag must be displayed at all times.
Convenience parking hangtags may not be loaned to other
individuals under any circumstances. THERE IS NO
CONVENIENCE PARKING ALLOWED IN THE HOSPITAL LOTS (F,G,H,I)
OR IN ANY AREAS DESIGNATED AS PATIENT PARKING.
4.2.2 Temporary hangtags are issued for various business purposes and they must be displayed when parking in assigned lots.
4.3 Parking for persons with physical or medical exemptions
4.3.1 Those persons requesting special consideration must forward a letter, signed by their physician, to the
DPS for evaluation. Temporary medical parking will
be provided for a period not to exceed sixty days. Any extension will require a DMV handicapped-parking permit, either temporary or permanent.
4.3.2 Any individual holding a DMV handicapped-parking permit will be accommodated in the most convenient parking area available.
4.3.3 Women in the third trimester of pregnancy or who submit a physician’s note of disability are entitled to medical parking.
4.4 Visitors, Guests and Conference Groups
4.4.1 Special arrangements for guests of the Health Center
are to be arranged in advance with the DPS at extenstion
2511 to ensure that the attendant will be aware of their
arrival.
4.4.2 Parking for all conference groups is arranged through Room Scheduling at extension 2127.
Conference attendees will park in
Shuttle Lot 3 or Circle Road.
4.5 Car Pools
4.5.1 The Health Center encourages car-pooling as a means of conserving energy and reducing congestion.
Persons wishing to form car pools are asked to register their groups with
DPS and special car pool parking permits will be issued.
4.5.2 For these purposes, a carpool is defined as a group of two or more persons who, on a regular basis, commute to and from the Health Center.
5. Regulations
5.1 The maximum speed limit on Main Rd and Circle Rd is 25
mph. East Road, West Road and the driveway at Middle Road the
speed limit is 20 mph. The maximum speed limit in parking lots is 10
mph.
5.2 General Requirements
5.2.1 The responsibility for finding a legal parking space rests with the motor vehicle operator. Lack of space in any lot or other parking area is not considered a valid excuse
for violation of these regulations.
5.2.2 In all cases in which a motor vehicle is parked the position shall be such that the whole of the vehicle is located within the boundaries of the parking space, if the space
is so marked. The fact that other vehicles are parked improperly shall not constitute an excuse for improper parking.
5.2.3 Vehicles must be parked in a way that will not constitute a serious hazard or impede vehicular or pedestrian traffic movement, or the operation of emergency equipment.
5.2.4 Parking is not permitted in lot aisles or so as to block entrances or exits.
5.2.5 The fact that any vehicle is parked in violation of any regulation contained herein and does not receive a ticket does not mean that the regulation is no longer in effect.
5.3 Time Limit Parking Areas
5.4.1 Designated time limit parking areas are intended to provide short term parking to facilitate the conduct of university business. Parking beyond the stated time limit is a
violation. Time limits are enforced from 6 a.m. to 4:30 p.m. on weekdays.
5.4 Loading Zones
5.5.1 Use of loading zones or service areas are restricted to legitimate loading and unloading operations and to certain
University functions. No vehicle shall be parked in these
areas for a period of time longer than is necessary to do such loading and unloading.
6. Parking Prohibitions
Except where noted, parking fines are $15.00.
6.6.1 Parking within ten feet of a fire hydrant.
6.6.2 Parking within twenty-five feet of a marked pedestrian crosswalk.
6.6.3 Parking within twenty-five feet of an intersection stop sign.
6.6.4 Blocking entrance to a driveway, service road or
another vehicle.
6.6.5 Parking more than 12 inches from a curb.
6.6.6 Parking in violation of posted signs, permanent or temporary.
6.6.7 Improper position of motor vehicle.
6.6.8 Parking in an area not designated as a parking area.
6.6.9 Parking in violation of snow emergency parking ban. ($25.00)
6.6.10 Parking in a reserved area. ($50.00). The following areas are included in this category: patient parking, pay parking lots, East and West Dock and the reserved section of L
Lot on Main Road below the Hospital lots. Patient parking includes the
Hosptial, clinic lots and, where posted, at Dowling North, South and the Lower Complex. Note: reserved parking designations
are enforced on all business days, including the six minor holidays.
6.6.11 Parking in handicapped area. ($50.00)
7. Towing
7.1 The University reserves the right to tow vehicles that present a traffic hazard or that impede the normal or emergency function of
DPS.
7.2 Illegally parked vehicles may be towed without notice to the operator. Legally parked vehicles that must be removed because of emergencies or interference with Health Center
activities will be towed only after a reasonable effort has been made to locate the operator.
7.3 The responsibility for payment of all towing charges for vehicles towed by reason of illegal parking will be that of the
owner.
8. Penalties and Appeals
8.1 Tickets carry a fine of $15.00, $25.00 and $50.00 (depending upon the violation) if paid within fourteen days. If not paid or appealed within the fourteen-day period the fine
will double. If you choose to appeal a fine, a timely filing of the appeal, within fourteen days will prevent the multiplication of the fine amount. After twenty-one days, the fine
will be four times amount indicated. If payment is not received within sixty days, the vehicle may be fitted with an immobilizing “boot.” The liability for fines associated with such
tickets rests with the owner of the vehicle. Warning notices are required by law to be sent to the address of the owner. In addition to any fines or late
penalties, vehicles that are booted will have an additional $50.00 booting fee levied. The boot will not be removed until all fines, penalties and the fee are paid.
